[*] Scope of Service:

(1) Vendor needs to provide distance education captioning and transcription service.
- To assist all community colleges with facilitating live and offline captioning and transcription services through the community colleges program.
- Both real-time (synchronous) and delayed (asynchronous) captioning and transcription as a means of enhancing access to distance education courses for all students.
- The District expects a standard three (3) day turnaround time for services. These services will involve captioning or transcribing college-level materials, with appropriate vocabulary including technical terms, mainly in English but potentially in other languages.
- Real-Time Captioning Integration
Firms need to be able to join web conferencing live classes/sessions to provide live closed captioning and transcription.
- Delayed Captioning Integration
- Firms should be able to provide a demonstrable, working Application Programming Interface (API) for immediate customization and integration.
- Real-time remote (synchronous) captioning
- Provide requested services as scheduled.
- Offer team coverage for classes of two or more hours.
- Achieve a ninety-nine percent (99%) verbatim accuracy rate, no paraphrasing allowed, and utilizing proper spelling, spacing between words, capitalization, and punctuation.
- Provide edited text and produce transcripts that are time-coded for synchronization with the audio (for an archived record) which may be viewed at a later date.
- Online captions which are created and displayed at the time of program origination and may be referred to as real-time.
- Computer assisted real-time translation (“CART”) is online captioning shown on a screen projector at live events such as meetings and distance learning.
- provide transcriptions as requested by the college in a format agreed upon by both parties. The firm shall have the capability of providing the transcription in a file format agreed upon by both parties (i.e.,word doc, PDF, Text file, etc.).
- Live captioning requires a presentation rate range of 180-225 wpm.
(2) All questions must be submitted no later than October 18, 2023.  
(3) The contract term will be five year
