(1) Vendor needs to provide closed captioning and audio description services for videos produced by agency learning and development.
- Transcription of all spoken dialogue and relevant non-speech elements (e.g., sound effects, music) with appropriate placement and synchronization.
- A separate audio track with narrated descriptions of key visual elements, including actions, gestures, facial expressions and scene changes.
- Synchronization of audio descriptions with the existing video content to ensure seamless integration.
- Captioning of any foreign language content with appropriate translation into the primary language of the video.
- Proper identification of speakers and on-screen text, where applicable.
- Quality assurance checks to ensure the accuracy and readability of captions.
(2) The contract term will be one years.
