[*] Scope of Service:

Vendor needs to provide certified shorthand reporter and transcription services.
- The Contractor shall advise their designated service provider(s) of the required transcript format
requested by the Agreement Manager or designee.
- The Contractor shall have an agreed upon method (e.g., telephone, cell phone, email, fax, etc.) to
receive notice of last-minute calendar changes.
- This agreement requires that the offered staff performing the services of this agreement pass a Live
Scan background check. Staff includes, but is not limited to, drivers handling and transporting SCO
property, and staff appointed to supervise warehouse workforce who will be handling SCO property.  - The Contractor shall ensure that all staff under the Agreement is made aware of, understands, and
complies with the provisions of SCO Live Scan background checks. Any additional or replacement
individuals added to the Agreement will be subject to the same terms.
- Transcription of audio or video recorded proceedings including, but not limited to: hearings; meetings; interviews; interrogations; witness statements; personal histories; police reports; law enforcement dispatch recordings; surveillance recordings; jailhouse recordings, etc. These proceedings are recorded by SCO and the recording is submitted to the Contractor for transcription.
- There are two transcription service sub-types:
a) Transcription of Audio/Video Recordings - All transcription services types (interviews, interrogations, hearings, meetings etc.) except those listed in document
b) Law Enforcement Dispatch, Surveillance and Jailhouse recordings:
i. Law Enforcement Dispatch Recordings are recordings of actual dispatcher announcements and
conversations with law enforcement officers in the field.
ii. Surveillance Recordings are made by law enforcement agents and/or informants.
iii. Jailhouse Recordings are made of inmate’s conversations while in custody and/or recordings
made of inmate’s phone conversations while in custody.
2. The Contractor will provide SCO with the transcript and attach the Transcriptionist’s Certificate that certifies the accuracy of the transcript.
- Certified Shorthand Reporter – Hearings
Real-Time Reporter (RR) - A person who holds a certificate or license that is in full force and effect issued by the State of California, Department of Consumer Affairs’ Court Reporters Board of California and is not subject to any disciplinary action and has at least one year paid professional experience providing real-time reporting services.
- Transcription Services
1. A transcriber must possess:
a) A minimum of three years paid professional experience performing transcriptions.
b) Ability to type a minimum of 65 words per minute with 98 percent accuracy.
c) Excellent command of the English language and above-average knowledge of punctuation and
grammar.
d) Command of word processing software.
2. Law Enforcement Dispatch, Surveillance and Jailhouse recordings must have a minimum of two years’ law enforcement transcription services experience with a law enforcement agency
