[*] Scope of Service:

(1) Vendor needs to provide transcription services for an experienced, competent, transcription company to provide transcription services include to IG investigations.
- Services include the contractor receiving digital audio transfers of interviews from SAF/IG, and the contractor emailing the resulting verbatim transcripts in Microsoft Word form back to SAF/IG.
- Products are to be typed, proofed, and provided in a uniform format with a greater than 98% accuracy rate down to and including scripting prompts, which may reflect unusual occurrences in the transcripts (such as "witness upset" or “jets flying over"), when those types of interruptions affect the testimony. Products should also indicate vocalizations such as verbal pauses (such as um, ah), laughter and chuckling, and throat clearing with square [] brackets. Words which the contractor is unsure of (e.g. spelling), shall be clearly identified in the transcripts with square [] brackets.
- Typical digital recordings submitted for transcription are usually between 30 minutes and 3 hours in duration (average is approximately 90 minutes). The number of transcription requests will average approximately 40 per month. Each transcription request will be 25 lines per page. See attachment for an example format of how SAF/IGS requires finished transcripts.
- Contractor must provide a digital file transfer method capable of receiving files of up to 500 MB in size.
- The contractor shall provide a single point of contact to answer questions or provide status reports during the hours of 0730-1630 (EST), Monday - Friday.
- The contractor shall be able to provide information regarding what stage a transcript is in and when it is likely to be delivered.
- The contractor shall not send any of the SAF/IG products to any unauthorized entities, or save such files on any non-secure platform. This ensures security of highly sensitive documents is maintained. Contractor will provide to the contracting officer a signed non-disclosure agreement prior to contract award.
- The contractor shall have transcription experience working with the Department of Defense (preferably Inspector General or Legal offices).
- The contractor shall store and be able to retrieve all final transcripts for a period of 6 months from completion of transcript.
- The Government reserves the right to change the priority of deliverables at any time at no cost to the Government.
- The Government can change deliverables at any time at no cost to the Government.
- Transcripts must be submitted according to established timelines as shown above. The contractor shall alert SAF/IG of any challenges in completing the transcript in accordance with the quality and timeliness guidelines, such as poor sound quality, voice accents, etc.
- The contractor shall submit data deliverables to SAF/IG in specific transcription format as coordinated between the customer and contractor.
- The contractor shall be able to provide information regarding what stage a transcript is in and when it is likely to be delivered.
- The contractor shall send completed transcription file via Federal Express when the internet is non-operational.
