[B] Scope of Service:

Vendor needs to provide electronic transcript service to gather input related to a more contemporary electronic transcript system include a clear description of the implementation process, how the system is managed, expected change management approaches, and other considerations that will support the chancellor’s office understanding of the proposed system and related services.
• Equitable access for all – Acknowledge and attend to the California Community Colleges diverse student population that might face one or more of the following realities:
- Not all students have smartphones
- Not all students have personal computing devices
- Not all students have a fixed residence/address
- Not all students have a fixed phone number
- Not all students have government IDs
• User Access - Ability to provision access for multiple roles including students and administrative users at the local and system-level
• Postsecondary Electronic Standards Council (PESC) - National standard for electronic transcripts (PESC Transcript Standard)
• California Electronic Transcript Standard (CETS) - California electronic transcript standard required by higher education institutions within the state (CETS)
• Payment Card Industry Data Security Standard (PCI DSS) - National payment processing data standard
• Transcript Request and Fulfillment - The ability to process individual and batch transcript requests and create electronic transcript records in compliance with national and State data standards
• Transcript Delivery - Provide for automated delivery and manual production of approved transcript requests
• API Integration - Provide an industry standard approach for API integration to existing college Student Information Systems
• Interoperability - Provide an interoperability strategy for college ERP systems such as PeopleSoft, Workday, Colleague, and Banner
• Data Security - Demonstrate a clear commitment to protecting the data of all stakeholders within the California Community College system
• Disaster Recovery - Security and disaster recovery capabilities and procedures including a backup plan if the proposed product is compromised
• Regulatory Compliance - Adhere to all applicable regulatory requirements (e.g., FERPA)
• Accessibility - Acknowledge progress on and intention to meet WCAG 2.0 Level AA and Section 508 Accessibility Standards
• Cradle to Career - Proposed systems are expected to support the Cradle to Career
• Reporting - Supply the administrative reporting for the Chancellor’s Office and the respective higher education institutions
• Support - The vendor must demonstrate the ability to support a system containing at least 1.8 million transcripts among the institutions
• Customization - Given state-specific requirements and the need to build a system that must comply with legislative requests, describe the approach to custom development. (i.e., state-specific requirements, custom development, incorporated into code lines, how is this maintained)
• Format - Support district-wide transcripts, XML or EDI, and non-transcript credentials
