[B] Scope of Service:

Vendor needs to provide case management services utilizing innovations and state/community partnership funds for youth (and their families) court ordered to complete the Home Electronic Detention System (HEDS) program with the intention of developing relationships with families in order to reduce technical violations that result in detention admissions to the government authority located in Atlantic City, NJ.
- Community/home-based family friendly services- services are provided in the home, school, or
environment which is appropriate to the family.
- Flexible schedule- the Case Manager will work a flexible schedule adhering to the need of the youth
and family.
- Intensive treatment- youth and families will receive face to face and telephone contact services for a period of 90 days. Extensions will be considered on a case by case basis.
-Access to concrete services- may include transportation, job search, and advocating for the youth
and family at court disposition. Reports will be provided to Family Court and/or Probation upon
termination.
- Cognitive-behavioural skill building- youth will receive skill building in a wide assortment of areas
including anger management, problem solving skills, parenting education, communication
skills, and appropriate decision-making skills. An evidence-based curriculum will be utilized to
provide cognitive behavioural skill building. The Case Managers will be trained in the identified
curriculum.
- Case Management- Linkages and referrals to appropriate agencies for community-based services
and resources will be provided prior to termination.
- Family Engagement- Family Empowerment Groups will be held 1 to 1.5 hours on a quarterly basis at a neutral, accessible, family friendly location during non-traditional hours. The program will
assist families in accessing transportation if needed, and refreshments/food will be provided to
enable availability and encourage participation by the family. The groups will be facilitated by
the Case Managers. The group will foster and allow families to establish a peer support
network. The group will provide families with an opportunity to learn about the court process,
community resources and topics pertinent to youth. Guest speakers may be utilized as
needed.
- core strategies include: Interagency collaboration to improve planning and coordination.
• Use of data, including results tracking, to drive program and policy decisions.
• Reliance on objective criteria and instruments to guide admission and sanctioning decisions.
• New or enhanced community-based alternatives to secure detention.
• Expedited case processing to reduce lengths of stay and speed the administration of justice.
• Practices and policies to eliminate structural and personal biases that produce racial disparities.
• Routine facility inspections to improve conditions of confinement.
• Innovations to reduce secure custody in “special” detention cases (e.g. violations of probation).
- The goals of the SCPG are: (1) encourage the development of sanctions and services for youth
adjudicated and charged as delinquent and programs for the prevention of juvenile delinquency that
protect the public, ensure accountability and foster rehabilitation; (2) increase the range of sanctions for youth adjudicated delinquent; (3) reduce overcrowding in state youth institutions and other facilities to ensure adequate bed space for serious, violent and repetitive offenders; (4) reduce
overcrowding in County detention facilities; (5) provide greater access to community-based sanctions and services for minority and female offenders; (6) expand programs designed to prevent juvenile delinquency; and (7) promote public safety by reducing recidivism.
